The post-Cold War emergence of the new international order, coupled with the United States' aggressive internationalism at the dawn of the new millennium (particularly following September 11, 2001), has precipitated profound transformations within the international system. Within this evolving global context, the Islamic Republic of Iran's foreign policy strategy has increasingly focused on establishing itself as both a regional hegemon and power. This fundamental research employs a qualitative-interpretive methodology, drawing inferences from existing documents through a descriptive-analytical approach, with data collection conducted via library research methods. The study suggests that the new international order and America's aggressive internationalism have significantly shaped Iran's foreign policy strategy in response to macro-level international systemic changes, with Tehran consciously pursuing its trajectory toward becoming a latent regional power. Research findings indicate that while regionalism, Shiite-centric policies, and militarization do not constitute Iran's core ideological-security strategies per se, they may nevertheless serve as instrumental foreign policy tools during specific temporal junctures to facilitate Iran's regional power aspirations. Iran's concerted efforts to expand its regional role primarily aim to enhance its relative security and soft power capabilities. This investigation ultimately seeks to analyze how macro-level international systemic transformations have influenced Iran's foreign policy strategy in the new millennium.
