The strategic horizon of the Islamic Republic of Iran has never been limited to establishing an Islamic government within national borders. As evidenced by foundational documents, its true objective is the territorialization of Islamic civilization with all its civilizational requirements, based on an alterity-building discourse. The means to achieve this goal must be sought within the capacities and capabilities of the country's foreign policy apparatus, encompassing all proactive and reactive dimensions – including both conventional and counter-hegemonic policies. The Islamic Revolution, as the embodiment of ideological principles and values, represents a multidimensional phenomenon; this very characteristic has elevated it from a unidimensional structure to a dynamic, multi-faceted presence in foreign policy. The central research question of this study concerns how Iran's foreign policy – with its historical fluctuations over four decades while drawing upon the richness of Iranian history and civilization – can enter the domain of Islamic civilizational territorialization through the consequences of both conventional and unconventional paradigms. Employing a descriptive-analytical approach with political methodology, this research maps the capacity for Islamic civilizational territorialization in accordance with the principles of proportionality and gradualism in Iran's foreign policy.
