Since the concept of synergy is extensively elaborated in managerial logic, this concept has not been systematically and methodically defined at the national and strategic levels to enhance efficiency among the components of the system, including the defense sector and the civilian sector. In the political and managerial structure of governance and state administration in the Islamic Republic of Iran, derived from the Constitution, not all sectors of the system operate under a unified command. This means that the defense sector functions directly under the command of the Supreme Leader, while the executive branch, under the direct authority of the President, manages state affairs. Among the components of national power (political, defense-security, economic, cultural, and social), what is evident to all governance thinkers is that the defense and security sector of the Islamic Republic of Iran -both during the Sacred Defense era and thereafter- has demonstrated greater efficacy and power in active deterrence and security production within a unified ecosystem and under harsher, sanction-ridden conditions compared to the other aforementioned components of national power. Therefore, this article seeks to define the necessity of establishing technical, structural, and managerial linkages between the civilian and military domains to enhance efficiency and synergy. Just as missiles are equipped with multiple engines to reach higher orbits, the civilian sector should be able to systematically leverage the engines and capacities of the defense sector in an organized manner.
