Imam Khamenei's theory of religious democracy is a model of governance based on deep Islamic foundations such as monotheism in legislative sovereignty, which, by presenting multiple components such as divine and popular legitimacy, emphasizes the necessity of forming and surviving the government through the satisfaction and public participation of the people, and believes in the necessity of maintaining efficiency. The system and the fulfillment of many scientific, managerial, insightful and ethical qualifications in the system agents. Various efforts have been made to analyze what and how Imam Khamenei's theory of religious democracy is, and there are many works in this field; But what has not been seriously addressed so far is, firstly, the analysis of the rational and narrative foundations of this theory, and secondly, a comparative look at the foundations of the theory of religious democracy and the foundations of its main rival theory, i.e. western democracy, which are the main missions of this article. In this research, firstly, the foundations of Imam Khamenei's theory of religious democracy and the theory of Western democracy have been examined in this inferential-analytical method, and secondly, we have done a comparative study of these two theories so that the presence or absence of co-conspiracy and common language between these two theories will be completely clear to the reader.
