One of the prevailing approaches in contemporary foreign policy across various global regions is regionalism and inter-regional cooperation, aimed at securing shared interests, ensuring collective security, and particularly fostering synergy to accelerate economic development while leveraging mutual capacities. Regionalism operates within a framework of positive peace and typically originates from non-political processes, eventually evolving into interactive political trajectories. Within the international arena, inter-regionalism has emerged as a significant variable influencing convergence dynamics and regionalism across diverse domains. Concurrently, neighborhood policy pursues an interactive approach centered on confidence-building. Accordingly, this article proceeds from the assumption that inter-regional arrangements, such as the Organization of Islamic Cooperation (OIC), given their member states' interactive objectives, can serve as effective instruments for advancing robust neighborhood policies. It addresses the following questions: What role does inter-regionalism play in expanding neighborhood policy, and how can the OIC contribute to enhancing such policies in the volatile region where Iran is situated? The findings indicate that prioritizing non-political cooperation constitutes the optimal strategy for deepening convergent processes. To this end, provided the OIC avoids hegemonic tendencies, prioritizes economic, trade, and sports-related relations, refrains from engaging with divergence-inducing factors like religion and ethnicity, and acknowledges that regional convergence cannot be achieved solely through cultural, religious, or historical commonalities - but rather requires conscious engagement with the identity-based differences and conflicting interests of regional nations and states - the organization can position itself as a vehicle for confidence-building and convergence. By embracing these differences, it may advance regional integration processes toward the realization of an effective neighborhood policy.
