West Asia has been considered one of the world's most critical and sensitive regions due to its geopolitical and geostrategic position from the last century to the present. Beyond issues arising from oil competition among major powers, West Asia has witnessed various political, social, economic, and military developments in recent decades. These include recent security arrangements in the region, the victory of Iran's Islamic Revolution and its subsequent socio-political transformations in the Middle East, the establishment of the U.S. Rapid Deployment Force and its related operations and reactions, the formation of the Gulf Cooperation Council and its regional effects, the eight-year imposed war by Iraq against Iran, Iraq's military invasion of Kuwait and its political-military consequences, and the emergence of a new world order following the Second Gulf Crisis and the U.S. invasions of Afghanistan and Iraq as pivotal points in regional and international politics. In this context, neighborhood policy has emerged as a novel concept in international relations that can be evaluated through regional treaties and cooperation frameworks. The Islamic Republic of Iran and its western neighbor Iraq collectively constitute a crucial energy hub for the region and the world, occupying a vital position in the regional geography. In current classifications of neighboring states into three categories of Strategic Alignment, Transactional Engagement, and Strategic Confrontation, contemporary Iraq falls under the category of Strategic Alignment. Consequently, Iran's economic, trade, cultural, social, and security policies toward Iraq hold particular significance. The research findings indicate that Iraq, positioned within Iran's sphere of understanding with emphasis on cultural-religious-economic convergence, can be characterized as a nation with high levels of alignment with the Islamic Republic of Iran. This convergence, by reducing regional tensions, will contribute to enhanced regional security in West Asia.
