This research aims to present the mental pattern of perception from the urban fabric of Tehran from the perspective of blind individuals and to examine the factors influencing the formation of this pattern.The present study is qualitative in nature and employs a case study approach. Data were collected through systematic field observations in prominent urban spaces of Tehran and in-depth semi-structured interviews with 30 blind individuals residing in Tehran, who were selected through purposive sampling. The data were analyzed using thematic analysis. The findings revealed that the dominant mental pattern among blind individuals is influenced by feelings of insecurity, instability, and exclusion. This pattern results from the interaction of three factors: 1) inefficient physical barriers (such as discontinuous guide paths and the absence of audio signals) that impede independent movement, 2) inappropriate social attitudes of sighted citizens that reinforce feelings of dependence and marginalization, and 3) neglect of specific perceptual needs in spatial design. In contrast, blind individuals actively employ alternative senses (hearing, touch, and smell) for navigation and establishing connection with the city, and create personal landmarks within the environment. Overall, Tehran is an unpredictable, exhausting, and largely inaccessible space for blind individuals, where social justice has not been realized. Transitioning from this situation requires a shift in approach from partial accessibility modifications to inclusive urban design. This design must be grounded in predictability, sensory richness, and safety, and should involve the direct and continuous participation of blind individuals in all processes of urban planning, design, and management.
