ابعاد، مؤلفه‌ها و شاخص‌های خطِ‌مشی‌گذاری در حوزۀ توسعه سازمان‌های مردم‌نهاد

چکیده

این پژوهش با هدف ارائه ابعاد، مؤلفه‌ها و شاخص‌های خطِ‌مشی‌گذاری در حوزۀ توسعه سازمان‌های مردم‌نهاد در وزارت آموزش‌وپرورش انجام پذیرفته است. پژوهش حاضر از لحاظ هدف از نوع کاربردی بوده و به روش کیفی انجام شده است. اساتید و صاحب‌نظران حوزه آموزش‌وپرورش به تعداد 74 نفر به‌عنوان حجم نمونه به روش نمونه‌گیری نظری انتخاب و اطلاعات مورد نیاز با استفاده از روش مصاحبه متمرکز گردآوری شده است. تجزیه‌وتحلیل داده‌ها با استفاده از فرایند کدگذاری و مقوله‌بندی اطلاعات و رتبه‌بندی آن‌ها انجام شده است. براساس یافته‌های پژوهش در نهایت پنج بُعد اصلی (درون‌سازمانی، برون‌سازمانی، بسترسازی، توانمندسازی و اسناد بالادستی) به ترتیب اولویت به‌عنوان ابعاد خطِ‌مشی‌گذاری در حوزۀ توسعه سازمان‌های مردم‌نهاد در وزارت آموزش‌وپرورش مطرح هستند و مؤلفه‌های آن عبارت‌اند از: مسائل اقتصادی، مسائل ساختاری و مدیریتی، مسائل منابع انسانی، حاکمیت، جامعه، قوانین و مقررات، برنامه‌های توسعه، آیین‌نامه‌ها، بازسازی درون‌سازمانی، تخصصی شدن، آسیب‌شناسی، مدیریت دانش، الکترونیک، محیطی و مکانی، ایجاد زمینه سیاسی و اجتماعی) که به‌منظور تدوین خطِ‌مشی‌گذاری در حوزۀ توسعه سازمان‌های مردم‌نهاد در وزارت آموزش‌وپرورش باید به‌کار گرفته شوند.

This study aims to identify and develop the dimensions, components, and indicators of policymaking for the development of non-governmental organizations (NGOs) within the Ministry of Education. From the perspective of its objective, the research is applied in nature and employs a qualitative research design. The study population comprised experts and scholars in the field of education, from whom 74 participants were selected through theoretical sampling. Data were collected using focused interviews and analyzed through systematic coding, categorization, and prioritization procedures. The findings identified five principal dimensions of policymaking for NGO development in the Ministry of Education, ranked in order of priority: intra-organizational factors, extra-organizational factors, enabling environment, capacity building, and upstream policy documents. Furthermore, the associated components include economic issues, structural and managerial issues, human resource issues, governance, society, laws and regulations, development programs, executive bylaws, organizational restructuring, professionalization, pathology analysis (organizational diagnosis), knowledge management, electronic governance, environmental and spatial considerations, and the creation of supportive political and social conditions. These dimensions and components constitute the essential framework that should be employed in formulating effective policies for the development of non-governmental organizations within the Ministry of Education.
