Shahid Ahmad Kazemi was one of the commanders and military legends of Iran during the Sacred Defense era and afterward. He was one of the most prominent figures in the tactics and strategy of war and possessed correct strategic assessments. His ability to design and employ innovative tactics made him an enduring figure in Iran's military history. For this reason, understanding the military strategies of Shahid Kazemi during the years of the Sacred Defense is important and can pave the way for planning defensive and offensive programs with new approaches, since examining the actions of commanders such as Shahid Kazemi is not merely a historical endeavor but a lesson for managing new wars, such as Iran's recent war with Israel. In the present research, the military strategies of Shahid Kazemi during the Sacred Defense were analyzed and examined. The research method in this study was qualitative, and the data were collected through semi-structured interviews with an elite group (eleven commanders and comrades of Shahid Kazemi) and documentary studies. The data analysis method was also the grounded theory approach. The result of this research showed that the managerial characteristics of Shahid Kazemi constitute the theory of integrated military leadership, which is a combination of intelligence, ethics, and efficiency. The principles of war envisioned by Shahid Kazemi were the "theory of strategic surprise in military operations," and Shahid Kazemi's tactics were devised around two main axes: systematic surprise and deception, and strategic flexibility.
