Iran's Fractal Approach to Neighborhood Policy: Rethinking the Path from Strategic Incoherence to Strategic Depth

Abstract

The fractal neighborhood policy in the enhanced Iranian model represents a strategic approach that distinguishes itself from "strategic incoherence" by focusing on strategic depth and developing neighborhood relations to increase regional influence and sustainability. This model emphasizes a fractal decision-making process and evolution in Iran's foreign policies, offering flexibility and adaptability for managing neighborhood relations. Accordingly, the fundamental question of this article is: What constitutes the fractal neighborhood policy in the Iranian model? What are its indicators, and how can it facilitate Iran's transition from strategic incoherence (or strategic void) to strategic depth – ultimately becoming a system-builder actor in the Middle Eastern regional order? In this model, Iran seeks to establish a complex, multi-layered network of relations with neighboring countries, strengthened through enhanced economic, security, political, and cultural cooperation, mutual interactions, and human exchanges. These networks develop from local to regional and even international levels. The most important characteristics of the fractal neighborhood policy in the Iranian model include: flexibility, multidimensional engagement, balance of interests, and risk management.
