Abstract

The security of the Persian Gulf has long been studied and paid attention to by politicians in the region and the world. Generally, there are two types of views on the security of the Persian Gulf region: 1. "External view" and 2. "Internal view". This research seeks to answer the question why the concept of security in the region is different from the point of view of actors? And the role and purpose of extra-regional powers, what is the consequence of defining the concept of security in the Persian Gulf region? According to the hypothesis of the research, each of the regional players has a different understanding of the concept of security, according to their internal issues and foreign policies; Another factor in the non-agreement of regional countries in defining the concept of security is the role and goals of extra-regional countries, including the United States, in the region. This research was tested based on analytical-descriptive and comparative method and research data was collected based on documentary-library method. The theoretical framework of this research is the discussion of security based on the theory of regional security complex. The findings of the research show that in the external view, there are elements and components outside the region that define the security in the Persian Gulf, but in the internal view, it is the internal relations between the countries of the Persian Gulf region that define the security. The different perceptions that exist on both sides of the Gulf (Iran and the Arab countries bordering the Persian Gulf) regarding security have caused tension and crisis in their relations.
