Efficacy Analysis of Iran's Foreign Policy Strategies in Turkmenistan and Tajikistan

Abstract

Iran has close historical and economic ties with Central Asia, which provides a strong foundation for establishing mutual relations. The geographical position of Central Asian countries creates grounds for cooperation with Iran. The Islamic Republic of Iran has increasingly sought engagement in the Central Asian region to secure its national interests, diversify its economy, and prevent global isolation resulting from international sanctions. In recent years, Iran and Tajikistan have expanded their mutual cultural and scientific cooperation, with most of these activities taking place in Tajikistan. Iran and Turkmenistan have also established bilateral relations since independence. Iran has supported Turkmenistan's policy of "neutrality" and its ambivalent attitudes toward the Commonwealth of Independent States. This research employs a descriptive-analytical approach to answer the following questions: What are Iran's foreign policy strategies in these two republics? Have these strategies been effective in securing Iran's national interests in these two countries? The findings indicate that when analyzing the key political drivers in bilateral relations, Iran's foreign policy in Tajikistan and Turkmenistan has not been commensurate with their mutual potential. Only in the last two years, with the adoption of the "Look to the East" foreign policy, have bilateral relations begun to develop progressively.
