Investigating the mission of the 86th Fleet of the Army Navy and its role in balancing the naval power and national security of the Islamic Republic of Iran.

Abstract

With the emergence of serious challenges in idealistic approaches in recent decades and the loss of color of concepts such as "economic convergence" while forming international institutions and organizations as fundamental measures of liberal democracy in providing solutions to avoid war, the issue of power and the anarchic nature of international politics (such as the outbreak of World War II between States with the most convergence and economic dependence) are still not considered alien concepts to the foreign policy behaviors of the states of today. Although in the current structure of the international system, as the economic dependencies of the states become more complicated, elements such as diplomatic relations, human rights, trade treaties, transnational companies, environmental sensitivities, etc. are followed. But certainly the issue of the balance of power, both in the classic realist sense and in its structural and neorealist sense, whether in a clear and open way in the scope of the history of international relations or behind the curtain of pacifist relations in the world today, has always acted as the main driver of the foreign policy of governments. Therefore, the Islamic Republic of Iran is not only in the position of an independent government and as one of the cogs of this anarchic system, but also in the position of a revisionist government and emerging as a third paradigm during the Cold War, as well as the existence of elements such as the "Issad theory" which is effective in the region with a historical background and Its rich culture, as a transnational revolution, certainly could not guarantee its survival without balancing power and threats for more than four decades Rather, as the main axis of resistance, the fate of many governments and regional coalitions is tied to their foreign policies. Although the Islamic Republic of Iran has always used the majority of its potentials, such as the soft power resulting from the neighborhood policy, governmental and non-governmental coalitions in the resistance front, strengthening the military power and adopting multifaceted and complex ideological-diplomatic policies in its foreign policy, but in the matter of "power Except for proving some of its capabilities during the imposed war, the Navy had never managed to "balance naval power" at the global level while proving its logistic-technological capability. Therefore, this research, while dealing with the theories of the balance of power of "Kent Waltz" and the balance of threats of "Stephen Walt", as the theoretical frameworks of the research, and with the "descriptive-analytical" method and documentary method, in addition to introducing and describing the 232-day mission of the "86 Fleet" Navy of the Islamic Republic of Iran", deals with the strategic depth of this mission and the main assumption of the research on balancing the naval power of the Islamic Republic of Iran and the political reflections of the Islamic Republic of Iran joining the world's five most powerful maritime countries.
