Fractal neighborhood policy in the Iranian model; A new understanding for the transition from strategic depth to strategic depth

Abstract

Fractal neighborhood policy in the upgraded Iranian model is a strategic approach that is distinguished from "strategic depth" and focuses on strategic depth and development of neighborhood relations with the aim of increasing influence and stability in the region. This model emphasizes on the fractal process of decision-making and change in Iran's foreign policies, in which a kind of flexibility and evolution is provided for the management of neighborhood relations. Based on this, the fundamental question of this article is what is the fractal neighborhood policy in the Iranian model? What indicators does it have and basically how can it lead to Iran's transition from a strategic hole to a strategic depth, i.e. becoming a complex player in the Middle East regional complex?In this model, Iran seeks to create a complex and multi-level network of relations with neighboring countries, which is strengthened by promoting economic, security, political and cultural cooperation, joint interactions and human exchanges. These networks are developed from local to regional and even international level. The most important features of the fractal neighborhood policy model in the Iranian model include: flexibility, multidimensional interaction, balance of interests and risk management.
